Mouse Single Click Issues (Issues all around)

I have it set in tools to be double click to start playback, yet it starts playback with single click. I can't figure out what is causing this. I have even deleted mouse in device manager and rebooted....w7

any other thoughts, tips, tricks would be much appreciated.
