You know Hamlet .
Here people living in houses or buildings built before after Gulf war number one , have a kind of Hamlet dilema:
not 'to be or not to be '
But "where to be or not to be"
-In the underground shelter ,safe from traditional bombs but trap as rats if dirty bombs ?
- In one room of the flat  with all windows and doors sealed  ,safe from dirty bombs [...?...] but trap as rats if traditional bombs ?

As you can see ,we have always things to think about here ..
