Although it has happened on occasion in previous versions, it seems that with MC23 each and every update that I do results in a requirement to restart Windows.  The reason is that some files are "in use" or something to that effect.

Has there been a change to the update algorithm in MC 23 or to Windows (10, in my case) making this a requirement?  Is there anything I can do to not have to restart Windows?

There's no change that could do that.  Try letting it run.  Please post the exact message.

I'm seeing this as well

This happened again on my most recent update today.  The error message boxes are:

1)  Failure Copying System File
     Install Wizard could not copy necessary files to the destination folder.
     Please ensure that the file 'C:\Program Files (x86)\JRiver\Media Center 23\JRTools.dll' is not in use.

Then, after clicking "retry"

2)  Install Complete
     Thank you......
     Install Wizard could not copy all files.
     Windows must be restarted to complete setup.

If there is no way around this or you don't intend to address it, please let me know so that I don't bother you anymore.

It's normal (thought not common) if something hasn't finished.  You could reboot or wait.
