Install Problem

I cannot install the 32 bit version of MC23.0.82 on a second laptop running Windows 10. I successfully installed an earlier version of MC23 on my first laptop. After using the download link: http://files.jriver.com/mediacenter/channels/v23/latest/MediaCenter230082.exe,
it created this application file: MediaCenter230082, and is 34,487,432 bytes.

After the Install Wizard and displayed the panel to select Express or Custom install, it went through the process of installing and registering, then this Critical Error screen is displayed:

The following module has failed to load:
C:\program files (x86) J River\media center 23\PackageInstaller.exe

It has reported the following error:

Failed to load JRTools

Please reinstall the latest version of the program."


 
I have tried several times including after rebooting.

Can I get some help?

Probably antivirus.

I turned off my Norton virus protection, but I still get the same error.
Any other suggestions? Is there access to an earlier version of MC23 that I can download?

After disabling the antivirus protection, you might need to reinstall MC23. Assuming, of course, the AV is flagging PackageInstaller.exe (false positive detection) and getting rid of it falsely.

Disabling it may not be enough.  Uninstalling the AV software is the only way to be certain that it isn't causing the problem.

I purchased a master 22 last year. I purchased a master upgrade this spring, loading 23/32 and added the Registration again without issue. I followed the forum instructions and uninstalled the 23/16 version all together, and installed the 'new and improved' 23/64 version and that's where the fun began. However I  tried to install the Registration code, or did the online restore doodad, nothing but 'this is not a MC number' or such was the only response. I contacted JRiver by email and was advised to follow the restore instructions. PS: there are no 23/64 instructions.

Trying seemingly everything (reloading latest  22/16 licence switching off virus detection, firewall, etc. I used all my restores. Of course now the trial period has shut me out with 'Restore has been tried too many times, despite it advising me there  were 2 days left to 'try'.
