Is my license for Media Center 24 or not?

On the 21st of February 2018, I purchased JRiver's Media Center.  I received an email with my code and it says I purchased Media Center 24, however today I received a notice / link to order an upgrade to Media Center 24.  My version is Media Center 23.0.102.  Have I already paid for Media Center 24 or not?

Very, very likely you have a Media Center 24 license (especially if it said so when you purchased), but Media Center 24 itself won't be actually released until sometime in May.
