I get tons of window resize bugs in MC25 but this is nothing new.  been a bit of a mess for as long as I can remember.

When you open a dropdown (by let's say right-clicking an artwork to get the options) and then navigate throughout the submenus, you will notice that often the background of the semi-transparent blurred submenu will not be the correct background (i.e. blurred library, most probably another album artwork in this example) but instead -the options of another submenu in case both menus would overlap when opened simultaneously. That's at least my experience.

When I wrote what I wrote, I was using a non-retina display Mac. 

Just now I tried various manipulations of the RM&C window with my iMac, which has a Retina display.  I have "Retina Mode" selected in MC.  I was unable to produce any weird window size behaviors.  I have seen some odd stuff in the past regarding window sizes.  I just have not been able to do it in a long time.

Presumably when you say "full screen" you mean pressing the green button at the upper left corner on the RM&C window right?  I ask because MC does not have a full screen mode and it does not obey the Mac full screen interface on it's main window.  It's weird that it works on the RM&C window.  I just tried it and it goes full screen and back to normal screen on my system.

I tried resizing from corners, sides, and top and bottom.  It all worked OK for me.  But don't get me wrong here.  I know you are having a real problem.  I just can't reproduce it myself.  It sounds like your MC installation might be corrupted in some way.  What I mean is this:  I've gotten into a number of odd situations with MC for Mac where the initialization file was screwed up and I had to either hand edit it (not recommended) or start over and restore a backup with my settings and Library files.  I think I would recommend that for you:  Start over with a fresh initialization file.  This requires some effort and you will probably have to redefine your output devices IIRC.  You may or may not want to try this.

I haven't seen weird window behavior on my version of MC in several years, but I have seen some odd stuff in the past.

Drop it on youtube, vimeo, google drive, drop box, or somewhere else where it can be streamed or downloaded if you'd like people to see it.

Maybe the devs can point to a different method for diagnosing or fixing this issue.

The main MC Window is controlled by MC, not the system because of the skinning engine in MC. The popup windows with decoration have system controls.
That's why you see the difference.
