Convert if Necessary - What is necessary?

I have a question about Option > Media Network > Client Options > Audio Conversion > Conversion: Convert audio if Necessary.

What is dictated as necessary?  Is it formats that the client doesn't support, is it based on bandwidth?  If it's based on bandwidth, how is that determined? 

There are times that I'm on limited bandwidth connections, and in those cases, I would be willing to "accept" an MP3 transcoded stream.  However, in most situations I want to pull the FLAC from my server to my client.

Formats the client doesn't support, which IIRC are parsed from what it reports via DLNA.

Err. Not really. I think in fact it means that it won’t up-convert MP3 to lossless formats. It should be based on what it reports via DLNA, but actually it isn’t. Yet..

Handheld, I think things depend on what formats you've set it to support.

The tail end of the second thread includes comments by me indicating that bandwidth was part of the issue. Just to clarify, as I understand it, MC itself does not make a judgement about bandwidth and decide what conversion to do based on network speeds. The conversion is solely based on formats. 

Bob's comment in the first link clearly says that for DLNA  conversion is based on the the devices ability to handle a format and, in client server, conversion is solely based on matching the user specified file type.

Andrew - do you have different information on DLNA?

My understanding is that a DLNA Renderer will report the formats it can play, but Bob believes that the reports are sometimes unreliable.  In other words, a device may say it plays xyz format, but won't.
