Settings are not being included in Backup from a Portable install. (MC 26.0.19)

—Inside a Backup ZIP from a Normal install: there's a \Settings folder.

—Inside a Backup ZIP from a Portable install: there's no \Settings folder.

In past versions / updates, I've successfully backed up and restored in Portable mode, with Settings included.

The only way to do a portable install is from a licensed copy of MC. Nothing else will work. You could read the wiki topic.

Any hope of seeing Library Backup and Restore of Settings repaired in Portable MC26?

It worked for years.

We were disabling library backup of settings for a portable install, but I don't know why.

So I changed it for the next build.
