Scaling Issue

So, I use my PC to watch movies on my 4k TV, and I'm having issues with it. I have the scaling in Windows set to 250% so everything is a decent size, and whenever I go to watch a movie, JRiver is scaled so that the movie is a quite a bit lower resolution than it's supposed to be, so it appears a bit blurry. Any help?

Attached is an example with MadVR stats showing the resolution when playing back a 4k Blu-Ray (Casino Royale).

This seems to be fixed if I disable my main monitor (1440p, 100% scale) then open JRiver, but I'd rather not do that. Is there a way to bypass this or do I have to disable my main monitor?

Does that movie have anything in the [Playback Info] tag? If so, delete the contents of that tag and try again.

There isn't.

As I said, if I disable my primary monitor, it fixes the issue but I'd rather not do that.
