Android 10 HOW TO-Create playlist that can be synced

Version 27.0.26 (64bit)

I regularly add and delete playlists on my Android 10 because I add new music all the time to Media Center.  I haven't had any luck trying different schemes that will add playlists that the player on my phone can see (Pulsar+).

I know some things have changed that are supposed to make this possible but I can't get it right.  Will someone please help me and provide the instructions?

Have you considered using a JRiver remote to play via Internet from your server?  Panel, Gizmo, JRemote2.

I use my Android 10 (phone) to play my music in my vehicles.  Gizmo is what I use for home. There are areas where I travel that I don't get a good signal and I'm not interested in buying more equipment.

If an Android can't be synced with playlists created in JRiver Media Center just say so.  Why the dance to use another piece of software or hardware?  I have been using JRiver since Jukebox 8.
