Problem with 25 fps PAL content playback

I have been struggling with finding a fix for quite some time. I wonder if you could point me in the right direction.
Here is the issue:
I am playing a lot of European video content encoded at 25fps. It plays fine on my newer TV, but not on my SONY Bravia KDL-60EX723 TV. It flickers several times a minute. I think this is because that TV is lacking resolution support with refresh rate that are multiple of 25.
Here is my setup:
OS- windows 10
Video card: Nvidia GTX 1050Ti
Maximum resolution available in the Nvidia control panel: 1080p 1920x1080
Refresh rates available for this TV - 60, 59, 30, 29, 24, 23
Paradoxically, the content plays fine under PLEX and Windows 10's native "Movies and TV" app. However, the same flickering takes place when using VLC player.
I have tried many settings in madvr as well as letting JR to manage the refresh rates vs living it to madvr, etc. No luck whatsoever. Any help would be appreciated.

Try turning on smooth motion in madvr

Turning on smooth motion in madvr made no difference. The problem persists. Please keep your suggestions coming.

Can you post screen shot of madvr OSD with smooth motion on.
Also ... check your TV ... maybe you can change pal/ntsc manually ... should be somewhere Settings -> Video Settings -> NTSC/PAL settings

Here is the screenshot. I will check the TV settings to see if there is such an option. If so would enabling it cause an impact to NTSC content playback?
