When I fire up 28 at the top (just below version) there is an area that has the Welcome banner (see pdf). I can change it but when i get out and back in it is there again. I would like to choose a pane , but dunno have to eliminate the default.

That's the Start Screen.  You can choose whether to show it or not.  It's set in Tools>Options>Startup>Startup Interface.
