Stream MC over internet to Android

I have yet to be able to find how to stream from MC (now version 28) over the internet to my phone. 

I have no problem using Gizmo (last update 2015) via DNLA, but if I'm not on my LAN (i.e. using the cell network) then I can't connect.  Can anyone help?  Thank you!

Oh, and I've scoured the board for answers, but no joy.
