It is a simple setup to configure my Decklink mini card in both Potplayer and Media Player Classic.

Choose Analog TV
Player finds the DeckLink card and the WDM driver.
Configure input as v210.
Open device.
4K24 4:2:2 input from the card is accepted and output.

But I have tried the same with JRiver MC 25, 26, and 27 with no success.
MC does does not see the card if I choose Analog TV in Television setup.   
It only sees the card if I choose Camera.
Input and output options are confusing to me.  I thought I got v210 input configured.
But open the Camera and no video output is displayed by MC.

I would really like to get this working with JRiver so I don't have to use Potplayer or MPC.

I've a Blackmagic Studio 4K and it exposes two devices for me in MC.
- Decklink Video Capture : which I can't get to show an image
- Blackmagic WDM Capture : which works even displaying UHD 50fps (see pic).  No issue with Audio either.

FYI - I can also record it but it goes into the JTV format even though I have TS selected.  There is still no (easy) way of then converting the JTV to anything playable outside of MC (so you may be better to use Davinci Resolve if you want to do this).

Perhaps the following is relevant to your situation:

We assume that the "Capture only" devices' drivers provide programming interfaces for MC to select which input line to use. Most such devices do. There are exceptions though. For example, the "Blackmagic WDM Capture" device, as shown in the above screenshot, does not have such a DirectShow interface. Therefore there is no way for MC to make selection of input line. This device is a "Capture only" device as it has different physical input lines. It is listed under "Camera" because it lacks such DirectShow interface. You can set it up in MC as a "camera" device, but you need to run its own configuration program to set its input line correctly before you actually use the device.

In my quick test, I found that the "Decklink Video Capture" does expose a DirectShow Interface and you (from inside MC) can even configure the capture device for resolution/frame rate etc (note: neither filter shows up in Camera).  I'm not sure if claw has had a chance to check if there is also a "Blackmagic WDM Capture" filter exposed for his particular device as this one just works and passes through the video as is from the Camera.  The "Decklink" one seems to be manually configured I did not have (that I could see) a UHD option, just HD and SD signal variants.

My current computer does not have a spare expansion slot, and thus I can not plug in my old Black Magic card to test.

It is the Blackmagic WDM Capture that works for me with MPC and Potplayer.   4K input is captured.

I just get lost trying to set it up in JRiver.

How do you view that Filter Graph?

I made some progress.   Getting a picture from camera input.   1080p59 results in a picture but not 4K.
