Auto frame rate feature reliability

There is an option in tools >options> video>
display settings> Display settings automatic change mode: on or off.

However, in my experience, it rarely works, but some time does.
So, mostly, I have to stop the video, when it starts glitching due to mis matched framerates,

and set the system frame rate to match the source then start again.

The real question is there fore can this be made to work constantly?
Who debugs this? Me or JRiver?

If I put a DVD or a Bluray into my blu ray player, going through the same Rotel Processor, it gets this right all of the time..
But...
I can see that this is potentially a complex area given the large
possible combinations of gear when playing media from a W10 PC.

so to be more specific, I use HD6450 via HDMI to a rotel 1570 to a
panasonic plasma 3D TV. which does all FPS from 24p to 60hz
The HD6450 is a very good FHD 3D card with very low TDP.
Also use a HD7750 via HDMI to a Marantz NR1607 to Dell monitor which
can also do the same mix of TV FPS rates but not 3D
THE HD7750 has a very low TDP. I do not play games at all.

The HD7750 maybe more likely to be automatically adjusted.
Maybe because it is more modern. No Idea really.

My next test, is to try using the video cards Driver only.
Any comments or help appreciated.
Actually I expect developer support on this but the comments and
experiences of the wider forum could be great of course.

The path from the video through JRiver MC then through either windows
or the CCC or radeon software, then through the card hardware, then
through theAVR amp then to the TV is awash with options to change the
FPS. the main duplication appearing to be that you can change the
system FPS in Windows and in the Catalyst control system (HD6450) or
the Radeon (HD7750) software. Since one cannot get rid of the windows
option, i am tempted to try getting rid of the AMD.
This I will actually try soon.
help and comments appreciated.
Not interested in interlace solutions, I expect to play the video at
its native FPS etc to a display that can support the native FPS etc.

The only time I've ever had issues is when a downstream device is "slow" at switching frame rates.  I've had to set "Wait after change" as high as 10sec on some PJ's for instance.  Apart from that it works 100% for me on all types of video files.  The only type it will not work on is ISO images as the MC FPS field is not populated (check your FPS Fields have values).  My experience is only with NVidia and iGPUs however not AMD.

I've also had issues in the past with the automatic "on" setting but switching to "custom" and setting the values manually has always worked.

OK,
Thanks for the two suggestions.
Using JRVR tried both neither worked.
Uninstalled Catalyst control center, still not working
Switched to MADVR, setup the formats the display would accept in advanced, Now working for movie to movie switching.
the TV option has No effect on refresh at all. Still Have to manually change if using TV tuner via JRiver.
perhaps I can get it to default to the TV format as the default frame rate, then if the auto stuff works for movies, probably have it all working.
Still, that is a work around and not a solution. the TV Frame rate should switch the display the same way a movie does, one would think.
By the way, or also: perhaps a BUG REPORT.
If I use JRVR and tick the hardware accelerate video decoding when possible option, JRiver locks up, pretty much immediately and always. Card is HD6450
I am pretty sure I have had it ticked for years, say using red october or red october HQ, so untill I tried JRVR. 
MadVR for me seems to be smoother than JRVR in many situations, subjective impression.
JRVR seems to play 24p to a 50i display extremely smoothly, so something clever may be going on there.
But JRVR seems very sensitive to changes often only running well after JRiver is restarted. Again Subjective and not really useful i guess.

I still have a LOT of questions.

Aha, using this in
MADVR Display Modes:
1080i25, 1080p23, 1080p24, 1080i30, 1080i50, 1080i60

And, could not get any sort of default frame rate to work, so to get the system to switch to the TVs rate of 1080i50
I just need to play a few seconds of a 25i movie and, job done. This work around, actually works but is not the solution that should be working.
So It should probably be a BUG that auto switching, when working for movies, is not working for the Television option.
Also, now, where is the message icon for BUG REPORT???

Right so, a bit more testing on another system.
Using JRVR native settings, on the HD 7750 via the Marantz NR1607 to the Dell U2410 screen,
Auto switching works perfectly,  Radeon software is still installed.
If I use JRVR and tick the hardware accelerate video decoding when possible option, no lockups.
Atmos even works fine.
So part of the message or learning here is: old gear is probably going to be harder to get to work well or at all.

Yeah.... I'm not sure how much many of us will be able to help.  That HD6450 is over 10 years old and was entry level at the time + it only 1 or 2GB of DDR3 Memory.  It's remarkable you have it working at all.

Also, I think your are correct that Live TV does not use the Display Rate Changer (did a quick test).  I don't notice the issue as I (being in a PAL country) leave my Displays on 50hz, and the display rate changer works to change it the video file playback fps and back again so TV for me is always at the correct 50hz. 

You may want to post a specific Q in the TV sub forum that Yaobing frequents (he is the main TV developer) and you should get an answer there on why.

Thanks for confirming that TV does not use the display rate changer.
I have put a post on the TV section. Thanks for the tip. BTW I am also in a PAL country.
But so far, my display does not revert and just stays on the last frame rate switched to by the display rate changer.
Yes the HD6450 is old but it is a great (possible the best) low TDP  (18W) 3D card for FHD Video.
Really never was a card for any sort of Gameing and I don't play games.
Since I have Panasonic 3D plasmas it is fine, actually great.
Pretty much all other cards I try for 3D have mysterious problems, possibly HDCP related.
This card could have HDCP turned off for all i know. it plays every thing 3D and up to FHD.
Reviews of cards video only capabilities seem to not exist. Reviews seem to focus exclusively on game capability.
I am surprised there is not a market segment for movie playing cards. Thanks again
