Installation on a secure PC with no Internet connection

I will be upgrading from MC21 to MC29 and noticed that when I tested MC29 on an Internet connected PC that some of the functions required uploading of additional modules from JR.  This was not the case with MC21.  How will this work when I install MC29 on its final PC which does not have an Internet connection?  Is there a way to pre-download the additional modules and save them on this PC prior to installing MC29?
