DSP sampling rates changed by Windows?

I had all my sampling rates set in Options > Audio > DSP and output format to No Change from input to output. Then I was running some tests in Windows sounds settings and making sure all the settings were correct to allow exclusive control for this OPPO DAC and I set the default format sample rate and bit depth to 24-bit 48,000 Hz when running in shared mode. I don't typically run audio for this DAC in shared mode but I did so in some of my tests. Going back to look at the settings in JRiver I saw that all input sampling rates were now set to 48,000 output except for 48,000 input which was set to No Change.

How might this have happened and how can I prevent it from happening again. When I make DSP settings in JRiver I want them to be locked in so Windows cannot change them (which is apparently what happened)?
