JRVR: How GPU vs. CPU Hungry is the Latest Version?

My goal is to build a virtually silent pc with this kind of case size

Ideally, I could use one of these fanless cards for scaling DVDs to 1080p using the latest version JRVR.

I would prefer using one of these two 35-watt CPUs:

I do never to any gaming or run any other kind of demanding software. But my fear is that for DVD to 1080p scaling JRVR might press the cpu hard enough to kick it out of its base speed and into turbo mode, thereby ramping up its temp to as high as 125 watts.

So BEFORE (!!) I build this pc I would ask JRiver developers advise me for or against one of these 35-watt CPUs.

OR will JRVR only tax the discrete GPU of the video card, and not the CPU.

Also, based on the reviews, with adequate cooling, will one or both of those 4GB fanless cards have any problems scaling DVDs to 1080p?

As long as "HW Accel Video" is checked in MC Video settings, the decoding (for supported formats) will be done by the GPU.  The CPU will be little taxed.  That 4GB Palit 1650 looks as good as you can get for a fanless design and should have little issue with scaling DVD to 1080p.  While I'm just another user, what you are proposing should suit your needs very well.

There's no reason to waste money on Xeons and discrete GPUs for your use-case. Any cheap iGPU will work and have lower power-draw and be easier to cool (w/o a fan, if you wish).

One thing to note regarding the fanless Palits:  The heat sink makes the video card too tall for some horizontal HTPC cases, such as my nMediaPC 5000B, unless you plan to keep the top off. 

Also, the heat sink fins are oriented for vertical cases/horizontal cards, rather than horizontal cases/vertical cards.  I do not know how much this hurts cooling in real world settings, though.

First, until release of select Alder Lake Core CPUs and compatible motherboards, only Xeons from any family had the ECC RAM support I want. So it's either the 1290T or 1390T, or one of these i5 thru i9 CPUs highlighted in bold. https://en.wikipedia.org/wiki/Alder_Lake#Desktop_processors_(Alder_Lake-S)
 
Second, even though I'd only be scaling DVDs to 1080p with JRVR, wouldn't this fanless card

On another matter, while I have no interest in 4K content, unless RedFox or another have a fix for this, Comet Lake was the last Intel CPU family to support 4K BDs.

However, unlike many at this and other forums who transcode DVDs and BDs to mkv or other file formats, I only wish play movies and TV shows directly from their original optical media. Thus, unless Any DVD HD can render harmless any DRM anywhere in the hardware chain, would the HDCP imposed on any motherboard's HDMI output be anymore problematic than a discrete video card's output?

As I can't go with a tower case and wouldn't want to run the pc with the top off the fanless card is not an option for me either. This helps in some ways as it at least eliminates an unknown. I suppose an external video card case is an option (more floor clutter), but it's hard to know yet what's best.

AnyDVD HD can strip the protection from DVD, BD, and UHD BD allowing players like MC to play these discs without any DRM issues.  You can use any modern CPU / GPU combination.
