Prime Video in theater view fails to allow scrolling in two different installations.  If restarted (sometimes multiple times) the scroll bar reappear.  On relaunching the Prime Video app the scroll bar disappears again.  The scroll ability in Prime Video app is unreliable.

Prime Video in Theater View is designed to use a remote to navigate so the scroll bars are hidden.  If you want to use the mouse  for control and scrolling you should set up Prime Video as a normal web page item in Theater View.
