Added a bit of extra logging to the next build. It looks fine to me in the code.

Did you check the Reporter section in MC? It should list any expected power management reasons.

and...  Didn't there used to be a timer or something that's supposed to turn DPMS back on after startup?  Is that still a thing?

Reporter will tell you when it's holding the dpms and screen saver state.
It's supposed to turn it back to what it originally was after the timer expires.
