Thumbnails won't load

I am using a MC23 &27  but cannot get all thumbnails to load on a new computer.  Also the find cover art from internet isn't working even though I have a solid connection.
Using a 2012 Mac Mini

on my other systems using MC 23 I have no problems with thumbnails, but this one only loads about 50-60%?

I use a 2012 mac mini with an 8TB external HD.  I'm thinking of erasing the drive and doing a fresh copy from my master HD

Also very odd that when I select an album and go to "get cover art from internet" it doesn't work? Other systems are fine.

Thumbnails are built as you view your library, but you can force all thumbnails to be built.  It's an option.  Run it overnight sometime.
