Persons who purchased CDs from a retail outlet subsequent to January 1, 1995 and before December 20, 2000 are entitled to share in a  settlement pool established by the major companies as a result of price-fixing charges by the US (What a shock!).

Entitlement may range from $5 to $20 a person, depending on the number of applicants to the pool. Proof of purchase is not required, and online claim registration is available at http://www.musiccdsettlement.com/english/default.htm

The filing deadline is March 3. In addition to the settlement fund, the miscreants have committed about $73 MM in free CDs to schools, libraries, etc. One can only speculate what they're using as a per-CD price in order to determine how many (or how few) they have to give away.

The US government sued the record companies for price-fixing. They claimed that the major companies refused to make their products available to retailers unless the retailers agreed not to discount below a certain level. That violates US anti-trust laws.

The record companies settled the claim by creating a pool of money to reimburse US CD purchasers, and agreeing to give some of their CDs to schools and libraries. As part of the settlement, a website was set up to make it easier for CD purchasers to submit claims to the pool.

If too many people make claims, that might drive the per-person settlement below $5. In that case, rather than waste a lot of time and money sending out very small settlement checks, the settlement pool would be contributed to a charity, educational institution or governmental agency 'for music purposes', whatever that means.
