Normalization while Converting

I can't get Normalization to work when using the Convert Format tool. I have APE's with Peak Values from 74% to 100% and I'm converting them to MP3 for my iPod. Regardless of the value I put in "Normalize before Encoding", the resulting files have the same Peaks as the original APE's. I've even tried a Normalization value of 20% and had no change in the resulting file.

I'd like to clarify my previous posting.

Normalization does not *reduce* the Peak Gain of a file.

If a file is 74% and the target is 90%, the result will be 90%. If the file is 74% and the target is 50%, the result will be 74%, not 50%.
