Bitmap editors

I have been working on my first skin for MJ8.  

It's going OK except I have difficulty with the bitmap
editors that I am using.  Are there any preferred ones
out there that can be used as shareware?

Paint Shop Pro ( http://jasc.com ) or Adobe Photoshop are both good bets.  A search at download.com might turn up some helpful stuff too.
