This is probably a dumb question but here goes.
If I have a track that is 1 hour long at 128kbps mp3 and i want to split the track into smaller segments, if I convert it to wav split and then re-encode the sections at 240kbps would I still get the degradation in sound quality as if I had re-encoded at 128kbps.
I know that i can't improve the quality of a file but is it possible to maintain the quality when re-encoding.

You will still lose quality, but it may not be noticeable.  The best thing would be to try it.

The best way is not to convert into wave. There are tools to split the files directly in mp3 like mp3cut for example.
