MP3 and Ogg Vorbis conversion errors

Can convert from mp3 to wav no problem but converting from wave to MP3 or Ogg gives me the equivalent garble that you get listening to a tape in high-dub mode... what have I done wrong?

Got OK results with MPEG plus... only cancelled it because of something else I was doing and now that seems to be sulking on me too.... unlimited restarts/shutdowns have no effect it starts by saying "encoding" and then does nothing... no progress on the progress bar no matter how long I leave it and no CPU usage..... and I have one full hard disk, hence why I wanted to change wav to mp3.... any ideas?

I think this happens when you convert a file that isn't 44,100 Hz.  Some of the encoders get confused then.

Could that explain it?

Nope, same effect if I try to convert a wav file at 44,1  :-/
