mp3 or wma?

Is it the same soundquality on a 128kbps mp3 fila as on a 128kbps wma file?

It depends who you talk to  - wma usualy comes out ahead of mp3, but mp3 fans say that the files haven't been properly encoded. The real question is can you tell the difference?
