I am trying this out right now and it seems to have made a difference on my machine.
I do not have a PCI video card, it is AGP. But it still had the high PCI latency value mentioned.
If you have had any of these odd behaviors, it might be worth a try for you.
It also might fry your motherboard, cause the end of the universe as we know it, and the downfall of society. It is a freebie, it has little documentation, it has no website.
But, as I said, it certainly made a difference here. And the idea makes sense.
