1st day user question: is transcoding supposed to work?

I just discovered MC today, and it looks good so far.  I am especially interested in the option to "convert if necessary."  It looks like it's supposed to reduce the bitrate of any mp3 that exceeds the target quality or bitrate.  However, it only does this when I have "always convert" selected. 

Am I misunderstanding the function of this feature?

Convert if necessary does exactly that - converts it if necessary i.e. if it's a file type that's not supported by the portable.  If you always want to convert files to your chosen bit rate you need to chose always convert.   ::)

And where do you do that.  I have a Creative Muvo that lets me transfer files, (it shows up as a usb drive in "my computer" but there are no options to change the file size ie: transcode.
