Is DirectX host uncompatible with Win98SE?

I'm still fooling around and wasting time on my Via Embedded box, now with Win98SE. It doesn't go all that bad, but when I try to add any DirectX plug-in to the MC host, I get a crash in USER.EXE. Is this because the DirectX host isn't compatible with 98SE? Would it help to go to (yeeech!) WinME?
