I just downloaded the trial version of MC11 and am using with a second sound card. Regardless of wheter I drive the signal to one sound card or the other, playback has a scratching/popping which seems to cycle, sometimes cutting out the sound completely.

Surely it should not behave like that. At first we need more information. Please provide at least the following:
1. Your Media Center System Info from the program help menu (Help > System Info). It'll be automatically copied to the clipboard so you can easily paste it.
2. The soundcard models you have. Also the motherboard chipset info might be useful. Have you installed the correct and latest drivers for the souncards and motherboard chipset?
3. What file formats do you use? Does the problem exist with any file format?
4. Do you have any other sound related programs running at the same time?
5. Are the audio files on a local HD? Is it properly configured to use UDMA?
Tried upgrading to latest v11.
Did you install MC11.1.139? It is the latest. (The DL link:

It may be good to reboot the PC after installing MC (just to be sure that everything installed properly). Did you do that?
As JimH said, sometimes changing the output mode has helped. I think the default is "Wave Out". Try "Direct Sound" and "ASIO" (if available). The options are here: Tools > Options > Playback > Audio > Output Mode.
Also, you can try to increase playback buffering here: Tools > Options > Playback > Audio > Output Mode Settings. However, I think this can help only to slow file access speed or network bandwidth related skipping.
