Auto turn-on does not work

With MC11, when I get an image from the scanner, and the scanner is not turned on, MC11 fires off a signal to turn it on.  I think this is a standard XP capability that can be exploited.

With MC12, it just says the scanner is off or un-plugged.  I have to turn on the scanner before I can proceed.
