I have always wondered if FLAC is lossless, what if they upgrade FLAC?  Does it get better?  Would decoders get confused and not decode properly so it wouldn't be exactly the same as the CD?  Do newer versions decrease file size?  Would there be a reason to re-encode FLAC to the new FLAC version if a new version came out?  How can you determine the version of FLAC files?

I am not too sure but I would think that with each increment increase, it probably mean that the decryption would take less CPU and faster encoding. The base algorithm of encoding should remain the same.

What he said, except that file size could potentially get a tiny bit smaller with new versions (certainly not always, but it's possible).  Differences would likely be tiny though...
