Web Media Don't obbey Zone Configurations

I've currently got 2 zones set up.
Zone 2 goes to one sound card, Zone 1 to another.
However when Zone 2 is active, and a radio station is played
the audio comes out of the Zone 1 soundcard,
I guess because it's the primary sound card.
