What does MC do when Resizing Image to High quality with Optimize selected?

Do people here backup their "negatives" and resize for MC veiwing. My pictures are piling up GB after GB.....

I use JAlbum to put gallerys on the web and those pics are 720x540. If I resizie my pics to 1024x768 can I resize again with JAlbum; will I lose a lot of quality by resizing twice? Maybe JAalbum can scale down the photos instead of resizing? I don't know, I am new to the photo thing.
