"Convert unsupported formats and high bitrates"

Sorry for reposting, but I think I posted this in the wrong forum the first time (the Handhelds forum).

I noticed there's an option called "Convert unsupported formats and high bitrates" in the handheld conversion options for audio, and I was just wondering what constituted "high bitrates"? I have Media Center set to convert to Ogg Vorbis for my Cowon D2 with this audio conversion mode, and I noticed that all of my Musepack files get converted to Ogg (as I expected), but none of my MP3 files have. The MP3 file's bitrates range from 192kbps to 320kbps (CBR), with some ~250kbps VBR files in there as well. I wouldn't expect the 192kbps files to be converted (I set Ogg encoder to 'Custom' with -q 6, which produces files around this bitrate), but I would have expected my 250kbps VBRs and 320kbps CBRs to be re-encoded.

Was there an option I forgot to set somewhere to define what I considered 'high bitrate'?
