Does J River support Normalizing tracks before burning them? If so, how do I do this?

Yes, go to the Wiki, User Manual (or help) and DSP Studio, Replay Gain. MC12 analyzes the audio, stores a normalizing value which can be used for playback and burning (has to be turned on).

MC Tools>Options>Burning>Audio Burning>Crossfade and DSP Settings>Apply Crossfade and DSP Effects.
