Podcast 'download' window - where is it hiding?

There is a new podcast 'download' action window that randomly appears during podcast downloads.  Seems with the current version that it appears when you manually start a download, but not when they automatically pull down.  I've looked, but can't find any way to pull up this action window if it does not automatically pop-up.  Is it possible to do so?

Tree > Services & Plug-ins > Downloads
