Last played is expressed in minutes, from the current date, I take it.

Shouldn't songs that have never been played have a "Last Played" of infinity?

Then, sorting by "Last Played (a-z)" would have songs that have never been played at the top.

Right now, neither Last Played sort option gets "never been played" songs at the top.

I thought I could accomplish this using two sorts and "play count", but....
Ehhhh... I'm having the same issue with "Play Count". Never played would be zero, right? Zero comes before 1? Hee hee, sorry, I had to be a smart ass.

Tools > Options > Tree and View > Sorting > Sort Empty Strings Last

make sure it's not ticked
