MP3 Reconstruction

For our theater we bought the Anthem D2 pre-amp and I'm curious what exactly the compressed audio reconstructor does?  The salesman talked highly of it.  We went with it for overbearing reasons and this is not critical to me due to storing in FLAC...but if it upsamples maybe that would be helpful too.  Shouldn't the mp3 decoder have a reconstructor built in?  A high class one like in this receiver?
