Write Entire Files on Tag Change

MC13 appears to be writing the entire FLAC files on tag changes.  It had to save tag changes on my 16K FLAC files and it took about 24 hours I think.

It does that when the padding block is not big enough. The FLAC tags are always in the beginning of the file (including possibly existing embedded cover art) and if the small padding area gets completely occupied the FLAC decoder (which handles the tag writing process) needs to rewrite the FLAC file.

I don't think the FLAC plugins have changed in MC13. Also, the problem is not caused by MC anyhow.
