Start from Scratch - Whole System Recommendations

My cable bill though the end of the year is going to run me > $1000! Can anyone recommend a preconfigured MediaCenter solution, or suggestions where to start in building a minimally invasive (read: small footprint) setup that is not ridiculously complicated, keeping in mind my wife needs to use this as well. ?
PC? Media Server? All-in-one? This PC would only be used for MC and storage.
