Send command/remote command based on state of program

You can add "macros" and remote commands in the setup of MC, if you press a button you can blast a command, run a program and so on. However I would like this to happen not bacuse of a button press, but because of a state. An example: Full screen video is started in MC - > Load profile in ATI control center that changes refreshrate to 24 Hz.

Is something like this possible?

I guess an option to always run a movie with refresh rate 24 Hz  would also save this particular problem (although i am not able to set 24 Hz in playback settings for videos in MC by right clicking on the video, and I haven't found a "default setting" for video playback which can default a refreshrate), however this would only solve this particular problem a State-> Action way to do stuff could be used for a lot of cool stuff.

You can use ReClock and configure it to change refresh rates automatically if you start a movie. Works well.
