I'm not sure what Arcsoft uses for decoding.  It could be a custom decoder.  You might be able to use the same decoder in Media Center by using Red October with additional filters.

I used to see the same as Blaine, with the same CPU. Checking the hardware acceleration box made no difference, and even sometimes caused a "something went wrong with playback" message. Hence the slew of recommended 'solutions' on AVS advising people to turn off acceleration to avoid failed playback.

Before RO, I used to use MPC-HC Videodecoder. For the most part it worked very well, but occasionally there were horrible arifacts as Matt or Nev mentioned. However, since then I've discovered that there really isn't a format, codec or bitrate that the i3 530 cannot handle, so RO was running just fine. I wasn't liking the judder every 42 seconds with Clarkdale so I'm upgrading to GTS450 cards from nVidia. However, there's even a fix for that in MC in the form of videoclock - one jsut loses the ability to bitstream audio using it though.

Thanks for that. would you know if latest gen 2 intel i5's work with JRiver and hardware accel?

OK. I've got hardware acceleration to work with blu ray and my i3 first gen cpu, it's reduced CPU to around 10 -15% which is excellent.. but you are right, there are bad random 'colour' artefacts when the scene changes suddenly, other than that, it is working perfectly. which leads me to believe there are compatibility issues with JRiver video rendering/decoding and intel as Arcsoft TMT doesn't have these issues with video artefacts. if this is resolvable, would be incredible.
