How can I pay for upgrade without installing 17?
I'm in process of re-doing whole setup and don't want 17 as of yet.

Sacrifice a machine and install it.  It's currently the only way.  You don't have to use it.

VMware Player is free.

Windows 7 can be used for 30 days without activating.
