Does versions of JR come with ffdshow or do I have to download it seperately.  What version is supplied for windows 7?

You don't need to do anything.  Just choose Red October and MC takes care of the rest.  You could read more on our wiki.

Is there some way to have MC / Red October download all the various components it needs so that when I am without an internet connection I will have the ability to play most any video?

Just play a file when you have a connection, it will download everything it needs - no connection required afterwards.
