I was running with hyper threading on and turbo boost off. I was assuming that jumping clock speeds might cause trouble.
I checked with the resource manager and only 4 of 8 cores were being used by MC at less than 10% total cpu load while playing HD video from hard disk.

Since I was only using four cores, I turned off hyper threading to reduce CPU power consumption and allow for the most boost with turbo boost on.

Turbo boost now increases CPU clock frequency to 3.7 gHz on occasion with MC. No problems to mention.
I can't figure out how to monitor the graphics load and turbo boost.

You pay extra hyper threading when you buy the CPU, and it helps real world performance.  Media Center is heavily threaded.  I would leave it enabled.

And turbo boost is awesome.  It allows the (basically) fastest consumer CPU in the world to have modest idle power usage.
