scroll up/down buttons

Is there any way you can make the scroll buttons repeat when holding down the right mouse button to produce a smooth list scroll to make them work more like the scroll buttons in almost all other windows apps? I keep expecting this to work the same as in Windows Explorer. Is there some obvious reason I am missing that someone would not want things to work this way?
