What is the 'loopback'

Can someone explain to me what the loopback is?  As I understand it, it basically takes audio being processed through the default soundcard and uses MC17 to process the sound...so in my case, I have a compressor and EQ, so it would process this sound through those FX.  But I have also read that it doesn't work with netflix, etc...so what am I missing?  What about if I use a weblink in theater view to load netflix on a webpage...would it work then?  Also, does it have to be started everytime I start a new file, or just once per program load?

Sorry for all the questions...but I would love to get this thing figured out so I can use it to it's fullest...oh yeah, I did look at the WIKI, and some searching, but didn't find much, other than people talking about how great it is...

It works with Netflix, a browser, games, etc.  You start it once.

The feature is still sort of hidden on purpose, but it will get promoted for v18.
