Ticks, skips and the rage they induce

So,

If my system (a i5 based win(h)8 machine) works peachy until I connect the HDMI (mini display to HDMI) to my TV.  Then I get many a skip.  Eventually it settles down.  Not completely, tho.  Happens just often enough to make me want to pick up a Paradigm and put it through the wall into my garage.

I'm not sure where to look for this problem.  I'm not using HDMI for the audio path.  In both cases I'm playing audio (not video) through my HRT Music Streamer II.  No settings have been changed.  I'm running theater view but it still happens in regular view.  The desktop is not being extended just duplicated.  Native resolution on the TV is weenier than the ultrabook's (720p vs 1080p) but I'm pretty sure the ultrabook is sending 1080p to the TV.  (Which oddly works better with a non native signal.  Go figure.)

I'm guessing this is a system or video driver issue because nothing else seems reasonable.

WASAPI event on the HRT.  The default device is the built in audio. ..

A lower buffer (25ms) solved it for one user in that thread.

Try running LatMon or DPC Latency Checker utility - there might be a driver or device that is causing excessive latency.

I can make it better but I can't fix it.  It is now failing all the time.  So something on the ultrabook has changed. 

I wonder if it is a network glitch.  I have this set to play from memory.  What does that do when you're playing off a library server?
